Impact Assessment Questionnaire for Regulated Parties

The Canadian Food Inspection Agency has extended the comment period for the phase one consultations on the cost recovery initiative. Submit comments and have your say by April 21, 2017.

This questionnaire forms part of CFIA’s first phase of consultations to advance the Cost Recovery Initiative. The CFIA is seeking information from businesses on the general characteristics of their business and insights on the impacts of potential fee increases. Information obtained from this questionnaire, as well as a separate consultation document on proposed services and service standards, will inform the development of a detailed CFIA cost recovery proposal. Stakeholders will be consulted on this proposal.

Any personal information submitted for the CFIA Cost Recovery Initiative Impact Assessment Questionnaire is collected under the Agency’s legislative authority. All information shall be used solely for the purposes of the Cost Recovery Initiative. Responses received during the consultation period will be summarized in a consultation report that will be made public; however, any personal information will be removed prior to the information being used. The information will be accessible to the User Fee Division and any staff who have a need to know.

Impacts on industry

Most of the CFIA's fees have not changed since 1997 despite cost increases due to growth in demand for services and inflation. Currently, the CFIA recovers less than 10% of its costs through fees.

To develop a detailed fee proposal for future consultation, the CFIA needs to understand how potential fee increases could impact businesses. The following scenarios are intended to gauge potential impacts on businesses that currently pay fees as well as those that may be subject to fees for the first time. The scenarios are for illustrative purposes only, as proposed fees may be lower or higher than those identified.
